The Consumer Directed Personal Assistance Program (CDPAP) is a New York Department of Health program for Medicaid recipients. If you are a Medicaid recipient, and are in need of assistance in the home, this program gives you an alternative way to receive home care services.
CDPAP puts you in charge of your care. Rather than using an outside home health care agency, you can direct your own care. You do all the recruiting, hiring, training and scheduling.
2. Who is Eligible for CDPAP?
To participate in the CDPAP program you must: Live in New York State.
Be over the age of 18.
Be a Medicaid recipient. CDPAP is a Medicaid sponsored program and is only available to consumers who are eligible for, or currently enrolled in, Medicaid.
Require assistance with activities of daily living or skilled care.
Be "self-directing" and able to make decisions on your own, or have an advocate who makes decisions on your behalf.
3. What are the benefits of CDPAP
CDPAP puts you in control of your own home care. You designate the person you trust to be your caregiver.
You do not have to hire a caregiver through a home care agency. You can hire a friend or family member.
CDPAP allows you to compensate friends and family members for the time they spend as your caregiver.
4. Who pays for CDPAP? What are the costs?
Medicaid pays for the CDPAP program.
There are no costs to enroll.
It’ is free to participate in the CDPAP program.
5. Who can I hire to be my caregiver and personal assistant?
You can hire family members, friends, neighbors, anyone who you trust to provide support and care.
You cannot hire a designated representative (such as those who hold Power of Attorney) or your spouse.
6. How do I enroll in the CDPAP program?
You must be enrolled in a Managed Long-Term Care (MLTC) plan. If you are not currently enrolled in a MLTC plan, a Direct Care specialist can help you enroll in one.
